One builder, design to handover

Why Port Kembla Homeowners Build With CKS Projects

CKS Projects is a custom home builder based in Unanderra, in the same council area as Port Kembla. We design each home around its block rather than adapting a catalogue plan, and we manage the approvals, the engineering and the build under one roof.

Between the harbour, Lake Illawarra and the escarpment, blocks here range from established streets in Warrawong and Lake Heights to lake-side lots in Primbee and Windang, where flood levels can shape the design.

  • Knockdown rebuilds on established lots
  • Second storeys and extensions to existing homes
  • Duplexes and dual occupancy where the lot allows
  • Fixed-price contract, quoted for your block before you sign

Bold design on a high flood-risk site

Ocean Windang is a striking coastal home, blending luxury with industrial design: bold black cladding and timber accents, with the original home’s ornate ceilings kept and the new extension designed around the owners’ idea of a New York City loft.

The site sits in a high flood-risk zone, so it needed careful planning. To meet council’s flood requirements the rear extension was raised four steps and designed as a split level, which also gives the home its character.

Windang sits at the entrance to Lake Illawarra, two suburbs from Port Kembla. Lake-side lots in Primbee and Windang can face the same flood question.

Where we build around Port Kembla

Port Kembla, Warrawong and the Lake Illawarra Entrance

CKS Projects builds in Port Kembla and its neighbouring suburbs, all in Wollongong City Council. What changes from one street to the next is the land: heritage listings, flood levels near the lake, and the duplex rules around Warrawong’s town centre.

Port Kembla and Cringila

Port Kembla · Cringila

Established streets between the harbour, the beaches and the steelworks. Wollongong’s LEP lists almost 500 heritage items across the city, and special rules apply on or near them, so the planning certificate is read before any design starts.

Warrawong and Lake Heights

Warrawong · Lake Heights

Family suburbs where the renovate-or-rebuild question often comes up. The NSW Low and Mid-Rise Housing Policy names Warrawong among its town centres, which can change the standards for a duplex on nearby lots. See our duplex builder page.

Primbee and Windang

Primbee · Windang

The strip between the ocean and Lake Illawarra, down to the lake entrance. Council provides a flood information letter for a property on request, about 10 working days after you apply, and we read it before design, as we did at Ocean Windang.

Not sure if your suburb is covered?

We build across Wollongong, Shellharbour, Kiama, the Shoalhaven and the Southern Highlands. If your block is nearby, call us and we will tell you straight away.

Planning and approvals

Council Approval for Building in Port Kembla

Port Kembla and its neighbours are in Wollongong City Council. A new home, rebuild or extension is approved either as complying development (a CDC from council or a private certifier) when it meets every standard, or through a development application.

  • Planning controls: the Wollongong Local Environmental Plan 2009, which applies to most of the city except State Significant Sites, and the Wollongong Development Control Plan 2009, whose chapters set the detailed design rules for residential development.
  • Heritage: the LEP lists almost 500 heritage items across the city, and special rules apply to development on or near them.
  • Flooding: council does not hold flood information for every property. Where it does, it issues a Flood Information Advice letter, and the section 10.7 planning certificate shows whether council has identified the land as flood affected.
  • Duplexes: the NSW Low and Mid-Rise Housing Policy names Warrawong among its town centres, which can change the standards for a duplex nearby.

Who builds your home

A Custom Builder, Not a Catalogue

Catalogue homes are drawn for flat, standard lots. Around Port Kembla, flood levels near the lake, heritage listings and narrow established lots all change the design. CKS Projects designs for the block in front of it.

Keiron Moore, founder and Managing Director, brings more than 25 years of residential building experience and runs site assessments personally, so you talk to the builder, not a salesperson. CKS Projects won the 2026 MBA NSW Southern Regions award for Contract Homes $1.9M–$2M with Wombarra Clifftops.

Building in Port Kembla: FAQs

Do you build in Port Kembla?

Yes. CKS Projects builds new homes, knockdown rebuilds, duplexes and extensions in Port Kembla and the neighbouring suburbs of Warrawong, Lake Heights, Cringila, Primbee and Windang, all in Wollongong City Council. Our office is in Unanderra, in the same council area. Whether we can take on your address depends on the block and on current capacity, so we confirm that on the first call.

Have you built near Port Kembla?

Yes. Ocean Windang, at the entrance to Lake Illawarra, is a renovation and extension by CKS Projects on a high flood-risk site: the rear extension was raised four steps and designed as a split level to meet council’s flood requirements, and the original ornate ceilings were kept.

Which council rules apply in Port Kembla?

Wollongong City Council is the consent authority. The Wollongong Local Environmental Plan 2009 sets the zones and the main controls, and the Wollongong Development Control Plan 2009 sets the detailed design rules. Which rules affect your block is shown on the section 10.7 planning certificate, which we read at the site assessment.

Can you build on flood-affected land near Lake Illawarra?

Often, yes, but the flood level shapes the design. Wollongong City Council does not hold flood information for every property; where it does, it issues a Flood Information Advice letter about 10 working days after you apply, and the planning certificate shows whether the land is identified as flood affected. We read both before design, as we did at Ocean Windang.

What if my home is near a heritage item?

Check before you design. The Wollongong LEP lists almost 500 heritage items across the city, including some privately owned homes, and special rules apply to development on or near them. The planning certificate shows whether your lot is affected, and council offers development advice when it is.

Can I build a duplex in Warrawong or Port Kembla?

Possibly. Since 1 July 2024, dual occupancies have been permitted with consent in the R2 Low Density Residential zone across NSW, and the NSW Low and Mid-Rise Housing Policy names Warrawong among its town centres, which can bring state standards to lots nearby. Whether your lot fits comes down to its size, width and constraints, which we check at the site assessment.

Do you do knockdown rebuilds in Port Kembla?

Yes. A knockdown rebuild keeps your land and your street and replaces the house. Services are disconnected, the existing home is demolished, any asbestos is removed by a licensed contractor, and the new home is built, all under one contract. The knockdown rebuild process is set out in full on its own page.

How much does it cost to build in Port Kembla?

CKS Projects does not publish a square-metre rate, because a figure detached from your block would be misleading. The price depends on the size and design of the home, the site, any demolition and asbestos removal, the approval pathway, site-specific requirements such as flood levels, and your selections. We assess the block, scope the design, then issue a detailed fixed-price tender.

How do I start?

Book a free site assessment through our contact page or phone 02 4271 5132. Keiron Moore looks at your block and your brief, checks the controls that apply, and tells you what the lot allows before you spend anything on design.
