Why Shellharbour Homeowners Build With CKS Projects
CKS Projects is a custom home builder based in Unanderra, working across Wollongong, Shellharbour, Kiama, the Shoalhaven and the Southern Highlands. We design each home around its block rather than adapting a catalogue plan, and we manage the approvals, the engineering and the build under one roof.
Shellharbour blocks range from beachside lots on Elliott Lake and the Warilla coast to the lake shore at Oak Flats and the new estates of Calderwood and Tullimbar. Each brings different council controls, and the design has to start with them.
- Custom homes and knockdown rebuilds on established lots
- Second storeys and first-floor additions to existing homes
- Duplexes and dual occupancy where the lot allows

Our Shellharbour Project: Warilla Beach House
A modest family home, transformed into a light-filled beach house
Inspired by the relaxed holiday homes of the NSW South Coast, the Warilla Beach House is a complete refurbishment and first-floor addition by CKS Projects. Working with the owners, we refined the design to maximise natural light, privacy and connection to the outdoors, with an open-plan living area, a white kitchen, oak flooring and indoor-outdoor flow.
“Before the build we didn’t really have a space to entertain. Now we have this open space, heaps of light, and everything has its place.”
See the Warilla Beach House project
Across the lake entrance in Windang, our Ocean Windang extension sits in a high flood-risk zone: the rear extension was raised four steps and designed as a split level to meet council flood requirements. Lake-side lots in Shellharbour can face the same question.

Building Across Shellharbour, From the Coast to the Escarpment
CKS Projects builds in all 21 suburbs and localities of Shellharbour City. What changes from one part of the city to the next is the land: coastal exposure, lake-side flooding, bushfire mapping near the escarpment, and estate design rules in the new communities.
Warilla, Barrack Heights and Elliott Lake
Established coastal suburbs, many with older single-storey homes that suit a second storey or a rebuild. Council’s Elliott Lake–Little Lake flood study catchment covers Barrack Heights, Shellharbour, Flinders, Blackbutt, Mount Warrigal and Warilla, and the Warilla Beach seawall is being reconstructed because of erosion. Our Warilla Beach House is here.
Shellharbour Village, Shell Cove and Dunmore
The southern coast, with about 7 km of Shellharbour coastline running from Windang Island to Bass Point, Killalea and Mystics. Council has a separate flood study catchment for Shellharbour Village and Shell Cove. Coastal sites call for materials and detailing that stand up to salt and wind, set out on our coastal home builder page.
Lake Illawarra, Oak Flats and Albion Park Rail
The southern shore of Lake Illawarra, which council describes as a shallow coastal lagoon between the ocean and the escarpment. The Horsley Creek catchment takes in Albion Park Rail and part of Oak Flats. Council issues flood level information for individual properties on request, and CKS Projects reads it before design, as we did at Ocean Windang.
Albion Park, Calderwood, Tullimbar and the escarpment
Established Albion Park, the new communities, and rural land towards Macquarie Pass. Calderwood is a growth area of about 700 hectares north-west of Albion Park, with its own controls outside the Shellharbour DCP; Tullimbar has its own DCP appendix, amended in May 2025. Near the escarpment, check the bush fire prone land map before design.

Council Approval for Building in Shellharbour
Shellharbour City Council sets out three pathways for residential work: exempt development for minor works that meet set standards, complying development (a CDC from council or an accredited certifier) for straightforward projects that meet every criterion, and a development application for everything else.
- Planning controls: Shellharbour Local Environmental Plan 2013, with the Shellharbour Rural LEP 2004 for some rural land, and the Shellharbour Development Control Plan, which applies across the city except the Calderwood Urban Development Area.
- Bushfire: the bush fire prone land map was certified by the NSW RFS on 20 May 2026. Building on mapped land may need RFS referral and must follow Planning for Bush Fire Protection.
- Flooding: council runs flood studies for each catchment and provides flood level information for a property on request.
- Heritage: work to a listed heritage item needs a DA, apart from some minor works that council confirms in writing under clause 5.10(3) of the LEP.
- Duplexes: the NSW Low and Mid-Rise Housing Policy names Albion Park, Shellharbour and Warilla Grove among its town centres, which can change the standards for a duplex nearby.

A Custom Builder, Not a Catalogue
Catalogue homes are drawn for flat, standard lots. Many Shellharbour blocks are not: coastal exposure, lake-side flood levels, bushfire mapping and estate design guidelines all change the design. CKS Projects designs for the block in front of it.
Keiron Moore, founder and Managing Director, brings more than 25 years of residential building experience and runs site assessments personally, so you talk to the builder, not a salesperson. CKS Projects won the 2026 MBA NSW Southern Regions award for Contract Homes $1.9M–$2M with Wombarra Clifftops.

Building in Shellharbour: FAQs
Do you build in Shellharbour?
Yes. CKS Projects builds custom homes, knockdown rebuilds, duplexes and extensions across all 21 suburbs and localities of Shellharbour City, including Warilla, Barrack Heights, Shellharbour, Shell Cove, Flinders, Oak Flats, Lake Illawarra, Albion Park, Calderwood and Tullimbar. Our office is in Unanderra, in the Wollongong local government area just north of Lake Illawarra. We do not have a separate Shellharbour office. Whether we can take on your address depends on the block and on current capacity, so we confirm that on the first call.
Have you built in Shellharbour before?
Yes. The Warilla Beach House is a complete refurbishment and first-floor addition that CKS Projects built in Warilla, turning a modest family home into a light-filled beach house with an open-plan living area, a white kitchen, oak flooring and indoor-outdoor flow. The owners, Terri and Corey, talk about the build on the project page.
Which council and planning rules apply in Shellharbour?
Shellharbour City Council is the consent authority. The main planning instrument is the Shellharbour Local Environmental Plan 2013, with the Shellharbour Rural LEP 2004 covering some rural land. The detailed controls are in the Shellharbour Development Control Plan, which applies to the whole city except the Calderwood Urban Development Area, where separate controls apply. Which rules affect your block, and how, is shown on the section 10.7 planning certificate, which we read at the site assessment.
Do I need a DA to build or extend in Shellharbour?
It depends on the work and the lot. Council describes three pathways: exempt development for minor works that meet set standards, complying development for straightforward projects that meet every criterion and can be approved by council or an accredited certifier, and a development application for work that is neither. New homes and second storeys are usually complying development or a DA. Land with a heritage, bushfire, flood or coastal constraint more often needs a DA. CKS Projects works out the pathway during the site assessment and manages the lodgement. Our council approval guide explains each step.
Can you build on flood-affected land near Lake Illawarra?
Often, yes, but the flood level shapes the design. Shellharbour City Council runs flood studies for each catchment, including Elliott Lake and Little Lake, Horsley Creek, and Shellharbour Village and Shell Cove, and it provides flood level information for an individual property on request. CKS Projects reads that information before design, because it can set the floor level of a new home or extension. At Ocean Windang, across the lake entrance, the rear extension was raised four steps and designed as a split level to meet council flood requirements.
What if my block is bushfire prone?
Check the map first. Shellharbour’s bush fire prone land map was certified by the NSW Rural Fire Service on 20 May 2026 and applies to planning certificates and development assessments from that date. Development on mapped land may need referral to the RFS and must be assessed under Planning for Bush Fire Protection, which sets construction standards for the site. Council’s online mapping tool shows whether your lot is mapped, and we confirm it at the site assessment.
Can you build a custom home in Calderwood or Tullimbar?
Yes. New estates come with their own rules. Council has design guidelines for its new communities, Calderwood sits outside the Shellharbour DCP with its own controls, and Tullimbar has its own appendix in the DCP. Some estates also have covenants on the title. A custom design has to satisfy all of them, so we read the estate guidelines and the title with you before design starts.
Do you do knockdown rebuilds in Shellharbour?
Yes. A knockdown rebuild keeps your land and your street and replaces the house. Services are disconnected, the existing home is demolished, any asbestos is removed by a licensed contractor, and the new home is built, all under one contract. In the established suburbs such as Warilla, Barrack Heights and Oak Flats, it is often weighed against a second storey, and we can price both. The knockdown rebuild process is set out in full on its own page.
Can I build a duplex in Shellharbour?
Possibly. Since 1 July 2024, dual occupancies have been permitted with consent in the R2 Low Density Residential zone across NSW. The NSW Low and Mid-Rise Housing Policy names Albion Park, Shellharbour and Warilla Grove among its town centres, and lots inside the policy’s areas use its state standards, while other lots use the Shellharbour LEP and DCP. Whether your lot fits comes down to its size, width and constraints, which we check at the site assessment. See our duplex builders page for the standards.
How much does it cost to build a custom home in Shellharbour?
CKS Projects does not publish a square-metre rate, because a figure detached from your block would be misleading. The price depends on the size and design of the home, the slope and soil of the site, any demolition and asbestos removal, the approval pathway, site-specific requirements such as flood levels or bushfire construction standards, and your selections. The honest way to get a number is to have the block assessed and the design scoped, after which we issue a detailed fixed-price tender.
How do I start?
Book a free site assessment through our contact page or phone 02 4271 5132. Keiron Moore looks at your block and your brief, checks the controls that apply in Shellharbour, and tells you what the lot allows before you spend anything on design. If it suits, the next step is design and then a fixed-price tender.
