A Custom Builder for Shire Blocks
CKS Projects is a custom home builder with its office in Unanderra, south of the Shire. We design each home for its block rather than adapting a catalogue plan, and we manage the approvals, the engineering and the build under one fixed-price contract.
Shire blocks are rarely simple. Waterfront lots on Port Hacking and the Georges River sit behind a foreshore building line, the upper Shire and the Menai district back onto bushland, and parts of the peninsula are mapped for flooding. The design has to start with those controls, and so do we.
- Custom homes and knockdown rebuilds on established lots
- Second storeys and major extensions to existing homes
- Duplexes and dual occupancy where the lot qualifies

Homes We Have Built, and What They Mean for Your Shire Block
Our published projects are in the Illawarra and on the South Coast. Each one solved a problem that Shire blocks share: a waterfront or clifftop site, a flood level, a tight lot, or two homes on one block.
Wombarra Clifftops
An old cottage replaced with a new custom home on a clifftop block, and the 2026 MBA NSW Southern Regions winner for Contract Homes $1.9M–$2M. Exposed, sloping coastal sites are what Burraneer, Lilli Pilli and the Port Hacking shore are made of. See Wombarra Clifftops
Huskisson Duplex
Two architecturally distinctive homes on one block in native bushland, designed by Duplex Building Design and built by CKS Projects. The same brief comes up in Sylvania, Caringbah and Miranda, where a lot over 600 m² in the R2 zone can take a dual occupancy. See the Huskisson Duplex
Ocean Windang
In a high flood-risk zone, the rear extension was raised four steps and designed as a split level to meet council flood requirements, while keeping the ornate ceilings of the original house. Flood-mapped lots on the Shire’s peninsula and riverside face the same question. See Ocean Windang
Warilla Beach House
A modest single-storey family home turned into a light-filled two-storey beach house with a first-floor addition. It is the route many owners in Gymea, Jannali and Kareela weigh against a rebuild. See the Warilla Beach House
We do not yet have a completed project published in Sutherland Shire. When we do, it will be shown here with its suburb.
Custom Homes, Rebuilds, Duplexes and Second Storeys
Custom homes
A home drawn for your lot, your views and the way you live, then built by the same team. Custom home design and construction
Knockdown rebuilds
Stay in the street you know and replace the house. Demolition, asbestos removal and the new home sit under one contract. How a knockdown rebuild works
Duplexes and dual occupancy
Two homes on one lot, to live in one and rent or sell the other, or to house family close by. Duplex design and construction
Second storeys and extensions
More room without leaving the suburb: a first-floor addition, a rear extension, or both. Home extensions and first-floor additions
Coastal and waterfront homes
Materials and detailing chosen for salt air, wind and water views, from Cronulla to the Port Hacking shore. Building a coastal home
Whole-home renovations
A complete refurbishment of an existing home, planned and built as one project. Whole-home renovations
Building Across the Shire, From the Beaches to the Bushland
CKS Projects takes on builds in every part of Sutherland Shire. What changes from one part of the Shire to the next is the land, and the council control that comes with it.
Cronulla, Kurnell and the peninsula
Beachside and bayside suburbs where many older homes suit a rebuild or a duplex. Low-lying land can carry flood mapping: for a CDC, council treats every flood-affected property in the Shire as a flood control lot under the Codes SEPP, so we check the flood-prone land layer on Shire Maps first. Where acid sulfate soils are present, the report has to come from a certified soil consultant.
Port Hacking waterfront
Waterfront lots, many of them sloping down to the water, with views and a foreshore building line. Council says a new house is usually not permitted between that line and the mean high-water mark, and a DA must show the line on the survey. That decides where the home can sit, so we plot it before design. Sloping sites like these are what we built on at Wombarra Clifftops.
Central Shire and the Georges River
Established suburbs along the rail line, where single-storey homes on good-sized lots suit a second storey, a rebuild or a duplex. In the R2 zone a dual occupancy needs a lot over 600 m², and an accredited certifier can approve one as complying development. Riverfront lots in Como, Oyster Bay and Sylvania Waters can also sit behind a foreshore building line.
Menai district and the upper Shire
Family suburbs on the edge of the bush. On bushfire-prone land, a CDC needs a Bushfire Attack Level certificate from council, which council suggests getting before design. If the rating is BAL-40 or BAL-FZ, the project needs a DA instead. The rating also sets the construction standard, so it goes into the budget from day one.

Council Approval for Building in Sutherland Shire
A new home, a second storey or a duplex in the Shire goes through one of two pathways: a complying development certificate (CDC) from an accredited certifier, where the lot and the design meet every state standard, or a development application (DA) to Sutherland Shire Council, assessed against its LEP and DCP.
- Planning controls: Sutherland Shire Local Environmental Plan 2015 and Development Control Plan 2015, which has chapters for dwelling houses, dual occupancy and foreshore and waterway development. Its stormwater and flooding controls were updated in May 2026.
- Dual occupancy: permitted with consent in the R2, R3 and R4 zones, with a minimum lot size of more than 600 m² in R2 and more than 700 m² in C4. A CDC can be issued in R2 and R3; everywhere else needs a DA.
- Foreshore building line: on waterfront lots, a new house is usually not permitted in the foreshore area, and the line must be shown on DA survey plans.
- Bushfire: a CDC on bushfire-prone land needs a BAL certificate from council. BAL-40 or BAL-FZ means a DA.
- Flooding: flood-affected lots are flood control lots for complying development, and council issues flood information certificates.
- Heritage and soils: heritage items are listed in Schedule 5 of the LEP, and acid sulfate soil reports need a certified consultant.

How We Build Your Shire Home
Four stages, overseen by a dedicated project manager, with clear timelines and no surprises.
Site assessment
Keiron walks the lot with you and checks zoning, lot size, slope, the foreshore line, bushfire and flood mapping before design starts.
Design and planning
Architects, engineers and interior designers plan a home for your block and your brief, with the budget set early.
Approvals
Town planners, surveyors and independent certifiers help secure your CDC, or your DA with Sutherland Shire Council.
Construction and handover
Your project manager oversees every stage, through fit-out and landscaping to handover.
Licensed, Insured and Fixed-Price
A new home is the largest contract most people sign. These are the protections that come with building it in NSW with CKS Projects.
Statutory warranties
NSW law gives you 6 years for major defects and 2 years for other defects from completion.
Home building compensation
Required for residential work over $20,000. CKS Projects holds HBC cover, plus $20M public liability.
Fixed-price contract
Your build is quoted at a fixed price for your block before you sign.

A Custom Builder, Not a Catalogue
Catalogue homes are drawn for flat, standard lots. Many Shire lots are not: a foreshore line, a slope down to the water, a bushfire rating or a flood level all change the design. CKS Projects designs for the lot in front of it.
Keiron Moore, founder and Managing Director, brings more than 25 years of residential building experience and runs site assessments personally, in the Shire as at home in the Illawarra, so you talk to the builder, not a salesperson. CKS Projects won the 2026 MBA NSW Southern Regions award for Contract Homes $1.9M–$2M with Wombarra Clifftops.

Building in Sutherland Shire: FAQs
Do you build in Sutherland Shire?
Yes. CKS Projects takes on custom homes, knockdown rebuilds, duplexes, second storeys and major renovations across Sutherland Shire, from Cronulla, Caringbah and Miranda to Sylvania, Menai and Engadine. Our office is in Unanderra, south of the Shire, and we do not have a Shire office. Keiron Moore comes to your site for the assessment. Whether we can take on your project depends on the block and on current capacity, which we confirm on the first call.
Have you built in Sutherland Shire before?
Our published projects are in the Illawarra and on the South Coast, and we do not yet have a completed Shire project in the gallery. The work is directly comparable: Wombarra Clifftops is an award-winning knockdown rebuild on a clifftop, the Huskisson Duplex is two homes on one block, and Ocean Windang was raised and split-levelled to meet flood requirements. Each project page names its real suburb.
Which council and planning rules apply in the Shire?
Sutherland Shire Council is the consent authority for DAs. The main planning instrument is the Sutherland Shire Local Environmental Plan 2015, and the detailed controls are in the Sutherland Shire Development Control Plan 2015, which has chapters for dwelling houses, dual occupancy and foreshore and waterway development. Which controls affect your lot is shown on its section 10.7 planning certificate and on council’s Shire Maps, which we check at the site assessment.
Can I build a duplex in Sutherland Shire?
Often, yes, if the lot is big enough. Council permits dual occupancies with consent in the R2, R3 and R4 zones and in some C3, C4 and E1 areas. In the R2 zone the lot must be greater than 600 m², and in the C4 zone larger than 700 m². In R2 and R3, an accredited certifier can approve a dual occupancy as complying development; otherwise it needs a DA. Subdividing the finished pair adds its own standards. See our duplex builders page for how the build works.
What is a foreshore building line, and does it affect my waterfront block?
On many Port Hacking and Georges River lots, yes. The foreshore building line is shown on council’s LEP maps, and the foreshore area is the land between that line and the mean high-water mark. Council says a new house is usually not permitted in the foreshore area, although jetties, boatsheds and waterway access stairs can be approved. A DA on an affected lot must show the line on the survey plan, so we plot it before the design starts.
What if my block is bushfire prone?
Get the bushfire rating first. For complying development on bushfire-prone land you need a Bushfire Attack Level (BAL) certificate from council, which council suggests getting before you design. If the rating is BAL-40 or BAL-FZ, the project needs a DA rather than a CDC. The rating also sets the construction standard for the home, so it shapes both the design and the price.
Can you build on flood-affected land in the Shire?
Often, yes, but the flood level shapes the design. Council’s Shire Maps show flood-prone land, and a flood notation can appear on the 10.7 certificate. For complying development, every flood-affected property in the Shire is treated as a flood control lot, and council can issue a flood information certificate for a lot. At Ocean Windang in the Illawarra, the extension was raised four steps and designed as a split level to meet council flood requirements.
Do you do knockdown rebuilds in the Shire?
Yes. A knockdown rebuild keeps your land and your street and replaces the house. Services are disconnected, the existing home is demolished, any asbestos is removed by a licensed contractor, and the new home is built, all under one contract. In established suburbs such as Gymea, Jannali and Caringbah it is often weighed against a second storey, and we can price both. The knockdown rebuild process is set out step by step.
Can you add a second storey to my Shire home?
In many cases, yes. A first-floor addition keeps you in your suburb and on your lot, and it is often the alternative to a rebuild. The existing structure has to be checked by an engineer, and the approval pathway depends on the zone and the lot’s constraints. At the Warilla Beach House we turned a single-storey home into a two-storey beach house with a first-floor addition.
How much does it cost to build in Sutherland Shire?
It depends on the lot and the design, so we quote each build at a fixed price after the site assessment and design. The price moves with the size and finish of the home, slope and access, demolition and asbestos, the approval pathway, and controls such as bushfire construction standards. The Shire is in Greater Sydney for the NSW Housing and Productivity Contribution, which is $11,269.04 per new dwelling (as at 1 October 2026). Our duplex cost guide breaks down a full budget line by line.
Are Builders Sutherland Shire and Builders Sydney Experts part of CKS Projects?
Yes. They are trading names of CKS Projects Aust Pty Ltd for work in Sutherland Shire and southern Sydney. The licence, the team, the fixed-price contract and the person who assesses your site are the same: Keiron Moore and CKS Projects.
How do I start?
Book a free site assessment through our contact page or phone 02 4271 5132. Keiron Moore meets you on site, looks at your lot and your brief, checks the controls that apply in the Shire, and tells you what the lot allows before you spend anything on design. If it suits, the next step is design and then a fixed-price tender.
